I am not a scholar, so I cannot give any fatwas. Though, Qur'an quotes are usually used in books, fiction and non-fiction, usually at the start or in the acknowledgements.

You could be writing a story that is around Islam, many Islamic books, of course, have Qur'an in them. Also, if the character recites Qur'an, then quoting it seems natural.

Best to ask a scholar though for a more thorough answer
